Public procurement of petroleum products

The list of exchange commodities, approved by the Ministry of National Economy of the Republic of Kazakhstan dated February 26, 2015 No. 142, from March 01, 2021 includes the group of goods “petroleum products”. Accordingly, state (public) institutions and subjects of the quasi-public sector (including Samruk-Kazyna Fund companies) have the right to carry out procurements “through commodity exchanges”.

CCX organizes public procurement auctions in accordance with the legislation of the Republic of Kazakhstan and the recommendations of the antimonopoly body of the Republic of Kazakhstan

Requirements for participants:

Sellers– suppliers of petroleum products (including retail distributors) in accordance with the legislation on the circulation of petroleum products, who have the relevant goods and the necessary permits.

Buyers – state (public) institutions of the Republic of Kazakhstan, quasi-state enterprises and national companies and their subsidiaries and dependent organizations that purchase petroleum products to cover their needs in the course of their activities.

Collateral:1% of the proposed transaction amount is deposited into the account of the clearing center. The funds are repayable after the fulfillment of obligations under the transaction.

Trading schedule: auctions are held no earlier than 10 working days after the publication of the relevant announcement.

Pricing: within the funds allocated in the procurement plan

To participate in the auctions, the Buyer must sign an agreement with a broker accredited at the CCX, and clearing center Kazenergy Consult LLP.
